SPECIAL BOARD MEETING MINUTES
August 14, 2025
The Board met via virtual board meeting on Thursday, August 14, 2025, at Waukegan Housing Authority Crossings, 1707 N. McAree Road, Waukegan, Illinois, at 12:03 p.m. Those present were as follows:

There being a quorum present, the Acting Chairman Eleanor Murkey called the meeting to order.
- APPROVAL OF the NSPIRE/REAC REPAIRS FOR SCATTERED SITE HOMES:
Chambers reviewed the IL026-IFB-25-004 Scattered Site Homes procurement procedure, due diligence, required repairs, gave insight into the contractors, amounts awarded to each contractor and each house, with the board. Of the contractors, Endless Summer Construction, LLC was the youngest company.
Redd Question: What is the WHA's experience with these 3, and why just 3 contractors?
Chambers Answer: WHA lost many of the larger contractor firms because WHA sought reasonable pricing, speed, and quality in specific areas.
Redd Question: Why does on property reflect "No Bid Tenant Issues"
Chambers Answer: Tenants with Bed Bugs are handled in a particular way and require a different safety standard by contractors.
At 12:30 PM Charles Chambers took a brief recess to handle another business matter for WHA and returned at 12:35 PM.
Murkey Question: Is this the content of this work, cosmetic or something else?
Chambers Answer: There's a scope of work. Our team revisits the work on each property during the process to be sure it is being done correctly and of high quality. All properties have new roofs.
Redd Question: Why is 963 Indiana over $10K?
Chambers Answer: That property requires new ventilation; there was mold detected.
Redd Question: Time frame for work to be done?
Chambers Answer: Work should be done in 1 week. REAC only gives 60 days; the work has already begun. We can expand to 2 weeks if necessary.
Attorney Walker corrected that Endless Summer was granted 6 contracts, not 5. Redd noted that page 2 of the pack has a scrivener's error under "Bid Recommendation" -- all properties are not at "Harry Poe Manor". So noted and corrected.
Motion to approve the budget by Kittie Harden, second by Obleton.
