Landlord Portal

Login to the Landlord Portal to access landlord-specific information and forms. If you do not yet have landlord portal credentials (and are a current landlord in our Section 8 / Housing Choice Voucher (HCV) Program), please email [email protected] and request landlord portal credentials. Please allow a few days for our staff to confirm you are a current landlord in our program, etc.


Interested in Joining Our Voucher Program?

Waukegan Housing Authority (WHA) is always looking for more landlords to join our voucher program. Through our agency's partnership with landlords like you, we are able to provide affordable housing opportunities to families within our community.

To get started as a landlord in our voucher program, please email [email protected] your contact information, the property you are interested in listing and in the subject line, note "Interested in Becoming a Waukegan Housing Authority Landlord".


To Current Landlords of Waukegan Housing Authority...

If you would like to request a rent increase on your property, that you are currently renting to one of our current participants, you will have to complete a rent increase form 90 days prior to lease end date. Your tenant must agree to the increase by signing the increase form. Should they not agree, we will not be able to approve the increase. If the tenant agrees to the increase in rent, the form was submitted 90 days prior to lease end date, and we have the budget for rental increases, we will review the request and grant on a case-by-case basis.

You may drop off your request of increase in rent to the main office at 1707 N McAree Road, Waukegan, IL 60085, mail it to our address, or you may scan and email it to [email protected].

WHA Administrative Plan Policy

Changes in Lease or Rent {24 CFR 982.308}. When the owner is changing the amount of rent, the owner must notify Waukegan Housing Authority of any proposed changes at least 90 days before any changes go into effect. No rent increase will be approved by Waukegan Housing Authority unless it meets the rent reasonableness standards {24 CFR 982.308(g)(4)}. However, during the initial term of the lease, the owner may not raise the rent.
