SPECIAL BOARD MEETING MINUTES
December 11, 2024
The Board met via virtual board meeting on Wednesday, December 11, 2024, @ Waukegan Housing Authority, The Crossings at McAree, 1707 N. McAree Road, Waukegan, Illinois, @ 12:00 p.m. Those present were as follows:

There being a quorum present, the Acting Chairman, Eleanor Murkey, called the meeting to order. - APPROVAL OF WAUKEGAN HOUSING AUTHORITY BUDGET FOR 2025:
Chambers reviewed the previously received budget with the board. He explained how Ravine Terrace had a small budget because it was still under RAD construction & HUD continues to pay. Motion to approve the budget by Pauline Redd, second by Kittie Harden.

Motion Passed. - APPROVAL OF THE 2025 BOARD MEETING SCHEDULE FOR WAUKEGAN HOUSING AUTHORITY:
Motion to approve schedule by Kittie Harden, second by Michelle Obleton. Passed by voice vote. - APPROVAL OF 2025 LAKE COUNTY UTILITY ALLOWANCES FOR PUBLIC HOUSING AND HCV WAUKEGAN:
Murkey had questions regarding the utility allowances. Chambers explained that Lake County Allowances are unique in that they fluctuate from 90%-110% depending on estimated usage. Regardless, it won't affect the flow of payment. Further discussed that the Waukegan Housing Authority allowance package was included in the emails. The Board advised that all members had received and had the opportunity to review the package, although it was a clerical error to exclude it from approval on the agenda. If the Board did not vote now, there may be a need for another special or emergency meeting. Michelle Obleton was seated at 12:10 PM by motion from Harden, second by Redd, and voice vote approval.
Motion to edit agenda to include the WHA's utility allowances by Redd second by Harden. Motion by Harden and seconded by Redd to approve the utility allowances for Public Housing, HCV, and WHA.

Motion Passed. - APPROVAL FMR/PAYMENT STANDARDS FOR LAKE COUNTY:
Motion by Obleton and second by Redd to approve the standards. Passed by voice vote. - ADJOURNMENT:
Motion by Harden and second by Redd to adjourn. Motion passed by voice vote adjourned at 12:18 PM Motion Passed.
