WAUKEGAN HOUSING AUTHORITY
REGULAR MINUTES
December 28, 2023

The Board met in a live meeting on Wednesday, December 28, 2023, @ WHA Main Office, 215 S. MLK Jr. Ave. Waukegan, Illinois 60085 @ 11:00 a.m. Those present were as follows:

ROLL CALL:

PRESENT
Kittie Harden, Commissioner
Pauline Redd, Commissioner
Michelle Obleton, Vice-Chairman
Jesus Gerena, Commissioner

ABSENT
Eleanor Murkey, Chairman

ALSO, PRESENT
Charles Chambers, CEO

1. ROLL CALL:
   11:11 a.m. There being a quorum present, Vice-Chairman Michelle Obleton called the meeting to order.
   
   
2. NEW BUSINESS:
   
   
   1. APPROVAL OF 2024 Operating Budgets for the Waukegan Housing Authority.
      Motion by Redd and seconded by Gerena.
      
      Roll Call:

      Jesus Gerena
      
      NAYS
      None.
      
      Passed and approved.
      
      
3. APPROVAL TO TABLE CEO EVALUATION UNTIL FEBRUARY 2024.
   This will allow the board time to meet and evaluate Chambers progress as the CEO of WHA. If Chambers receives an increase, it will be retro Paid back to January 1, 2024.
   Motion by Gerena and seconded by Harden.

   Motion Passed and approved.
   
   
4. AUDIENCE TIME:
   No comments
   
   
5. COMMISSIONERS TIME:
   Redd discussed the holdover of the reappointments of three of the board members whose terms had expired by the City of Waukegan. Gerena, Obleton, Chambers, and Harden discussed the reappointments and shared why they should not have been held over. Chambers discussed that the reappointments had finally been approved and that we needed to make sure that we receive the reappointing documentation for Murkey, Obleton, and Harden as WHA Commissioners.
   
   
6. ADJOURMENT:
   Motion by Gerena and second by Harden to adjourn. Oral vote was had; all 4 commissioners voted AYES. Motion Passed and Adjourned at approx. 12:04 PM.
